Francisco Rodriguez Dosal is a candidate for the master of science degree in the transportation program at the University of Puerto Rico (UPRM). Mr. Rodriguez Dosal Received a bachelor degree in both surveying and topography in May 1992 and a bachelor of science in civil engineering in December 1994, from the University of Puerto Rico.
