This report describes a Rutgers University project for the New Jersey Department of Transportation (NJDOT) designed to analyze the potential for closure of New Jersey landfills using dredge material from existing Confined Disposal Facilities (CDF). The project included an update of the existing New Jersey Department of Environmental Protection (NJDEP) landfill database, the development of a rating system to identify sites with the highest potential to utilize dredged material for their closure, and the identification and preliminary investigation of the top five candidate landfills based on this rating system. Due to information developed during the project it was determined that all but four of the landfills assessed or closure were considered unsuitable for closure as a result only four landfills were selected and investigate further. The results of this project can be used by the NJDOT to facilitate the efficient closure of selected landfills, the beneficial reuse of the materials in CDFs, and the continued use of the state’s CDFs and dredging activities.
