Herbert Levinson (Late)

Mr. Levinson has served as senior vice president of Wilbur Smith and Associates and served on the faculty of the University of Connecticut and Yale University. To quote the Institute of Transportation Engineers biography of Herb Levinson, "Few transportation professionals have been so extensively published. Transportation Research Information Services (TRIS), American society of Civil engineers (ASCE), ITE and a myriad of other organizations cite more than 1000 of Herb's papers. He has worked on projects across North America and in many countries around the world." Mr. Levinson was elected a member of the National Academy of Engineering in 1994, elected an Honorary Member of the Institute of Transportation Engineers in 1997, and received the ASCE Wilbur Smith Award.

Penny Eickemeyer

Penny Eickemeyer is the Associate Director for Research. Penny's role is to assist with the administration of research. Her responsibilities will include review of project proposals, monitoring project progress, and submission of quarterly progress reports. In this regard, she hopes to enhance communication between groups of PIs with similar transportation research interests as well as between UTRC and the various agencies serving as the project sponsors. Penny has experience with commuter railroads, having worked about eight years with Metro-North Railroad. Her work there included capital planning and market research. She has a master’s degree in city and regional planning from Harvard University and a BA degree from Rutgers University.

Matthew W. Daus, Esq

Matthew Daus was appointed by former Mayor Rudolph W. Giuliani and unanimously confirmed by the New York City Council on August 22, 2001 as the tenth Commissioner/Chairman of the New York City Taxi and Limousine Commission (TLC). On July 23, 2003, Commissioner Daus was reappointed to a seven (7) year term by Mayor Michael R. Bloomberg and the New York City Council, which expired on January 31, 2010. Mr. Daus is the longest serving Chairman in TLC history, serving for 8 ½ years as Chief Executive Officer as well as counsel for a combined total of 14 years at the agency. Prior to his tenure as Commissioner/Chair of the TLC, Mr. Daus served as General Counsel to the Commission and Deputy Commissioner for Legal Affairs since 1998, and before that, as Special Counsel to the TLC Chairperson.

Dr. John (Jizhong) Xiao

Dr. Jizhong Xiao joined the City College of New York (CCNY) in 2002 and is currently a Professor in the Electrical Engineering Department of the City College, City University of New York (CCNY/CUNY City College). He serves as the advisor of the PhD program in Electrical Engineering at CUNY City College, as well as a doctoral faculty member of the Ph.D. program in Computer Science at the CUNY Graduate Center. Dr. Beth Wittig

Dr. Wittig received her Ph.D. in Chemical Engineering in 1998 from the University of Texas at Austin , where she developed expertise in ambient air pollutant measurement and modeling practices. Upon graduation, she worked as a consultant and managed and quality assured the field operations of several statewide air pollutant measurement campaigns. Dr. George Wang

Dr. Wang is currently the Chair of Finance Area at the Business Department of CSI/CUNY. He is also the chair of more than a dozen of large-scaled business conferences, seminars and workshops in both the US and China with wide media coverage. Dr. Wang is active in the area of US-China business and culture exchanges, and is the primary contributor for the CSI’s recipient of the prestigious Appreciation Award from the US Department of Commerce in 2004.
